FIN GVT issued Act 887/2026 amending Act on Organisation of Employment Services.
Follows Dec. 2025 FIN TEM proposed bill re employment services and data #282135.
Context
HE 94/2026 was submitted to FIN PRL in May 2026, proposing amendments to the Act on Organization of Employment Services and Act on Income Information System.
Municipal and joint municipal employment authorities would be granted the right to receive and process more extensively customer information stored in income information system that is necessary for implementation of employment services.
This includes related tasks, and for the promotion of employment.
The Employment, Development and Administration Centre would be granted the right to access information stored in the income information system that is necessary for carrying out statutory tasks related to state grants.
In addition, other minor legal technical changes would also be made; proposal will implement entry regarding employment package of Prime Minister Orpo's government.
Key Aspects
In accordance with FIN PRL decision Act on Organisation of Employment Services 380/2023 is amended in Section 89(2), Section 94(1)(2) and Section 120a(3), as amended by Section 120a(3), while Act 733/2025 gets a new Section 114a.
Section 89 Wage subsidy for hiring long-term unemployed people over 60 years of age, Section 94 Maximum wage subsidy amount and obstacles to payment, Section 120a Add-ons that complement the customer information system.
Section 114a Processing of certain customer data, purposes of use and controller.
Effectiveness
Act is in force on Nov. 1, 2026; provisions in force when Act enters into force shall apply to a wage subsidy period granted before the Act's entry into force.
