CT INS issued BULLETIN HC-90-25 on filing requirements for individual, small employer group health insurance policies under Patient protection affordable care act.
Insurer Requirements
This includes health insurance carriers that are participating on Access Health CT (AHCT) as well as to health insurance carriers that are not participating in AHCT.
Requirement for complete contracts to be filed for the initial filing of all fully ACA compliant individual and small group policies or certificates both in and out of AHCT.
Subsequent changes to approved policies or certificates may be filed as endorsements or amendatory riders; a red-lined version should be part of the filing submission.
All form filing submissions for plans offered in the individual and small group markets whether on or off, of the exchange must be submitted no later than Jun. 1, 2025.
Form filings may be filed with variable language for plans offered both inside, outside of exchange; detailed explanation of variability to be included as part of submission.
The cover letter should clearly indicate which plans are to be offered on the exchange.
Rate filings should comply with Bulletin HC 81-25 re rate filing submission requirements, Bulletin HC-88 re association business, Bulletin HC 106 re small group.
