  • Apr. 2025 Further Extension Proposed
  • On Apr. 7, 2025, ISR Justice proposed further extension of the Biometric identification means and biometric identification data in identification documents and in a database (amendment and temporary provision), after political delays due to Iron Swords war.
  • The temporary provision was originally set for a period of five years from the date of commencement of amending law, entering in force on commencement of regulations.
  • In accordance with their authority, the Ministers of the Interior extended the period of the temporary order, with current validity of temporary order being to May 29, 2025.
  • ISR GVT, in Resolution 2599 of Dec. 22, 2024, decided, following request of Minister of the Interior, to approve a draft order and extend the period through to Jun. 30, 2025.
  • However, on Dec. 30, 2024, the Joint ISR PRL Committee only approved the extension of the temporary order period until Jan. 20, 2025, rather than through to Jun. 2025.
  • On Feb. 16, 2025, ISR GVT approved, in Resolution 2757, the draft order to extend the temporary order for period of about a year, setting application date to Feb. 26, 2026.
  • Joint Knesset Committee, in decision of Feb. 24, 2025, refused to approve the order as approved, extended term while shortening period and applying the order retroactively.
  • Under decision, the temporary order period will be extended to original May 29, 2025.
  • To provide future certainty it has now been proposed to extend temporary order for an additional year, to May 28, 2026, basing applicability on terms of the recent decision.
  • The relevant extension order will now requires the approval of ISR GVT, and the Joint Knesset Committee, and ISR PRL, in under Section 20(f) of the Temporary Provision.
  • These revised extension proposals are open for public comment until Apr. 28, 2025.

  • ISR Justice issued Ministry of Interior draft order on inclusion of biometric identification means and biometric identification data in identification documents and in database (amendment and temporary order) (extension of the temporary order period), 2024.
  • Draft Overview
  • On Feb. 27, 2017, ISR GVT confirmed a Law on the Inclusion of Biometric identification means and biometric identification data in identification documents and in a database (amendment and temporary provision), 5777-2017, (the Amending Law), was passed.
  • Alongside this, provisions were established within framework of a temporary provision, regarding the possibility of storing and including fingerprint images of residents who have consented to this in writing, within the database, for future reference and use.
  • The temporary provision was originally set for five years from date of commencement of amending law, which had entered in force at the start of regulation, on Jun. 1, 2017.
  • In addition, in accordance with Section 20(f) of the amending law, the Minister of the Interior was authorized to extend the period of temporary provision, for 5 year periods.
  • In accordance with their authority, the Ministers of the Interior extended the period of the temporary order, with temporary order current validity being until Dec. 31, 2024.
  • The new draft order requires the approval of ISR GVT, of the Joint Knesset Committee, and of ISR PRL itself, in accordance with Section 20(f) of current temporary provisions.
  • The draft is also the subject of a consultation process, shortened due to time pressure.

  • Responses to shortened consultation process are required at latest by Dec. 18, 2024.
