HK Tax said HK GVT gazetted the Public revenue protection (stamp duty) order 2025 to give effect of law to the Stamp duty (amendment) bill 2025 before it becomes law.

Stamp Duty on Properties
The amendment bill implements the adjustment to the value bands of the ad valorem stamp duty (AVD) proposed in the 2025-26 Budget, and will be gazetted on Feb. 28.
Per Budget 2025-26, maximum value of properties chargeable to HKD 100 stamp duty would be raised from HKD 3mn to HKD 4mn with immediate effect from Feb. 26, 2025.
