COL INS proposed amended draft regulation COL INS 4-2-81 concerning the offering of bronze, silver, and gold Colorado option standardized health benefit plans.
To be offered by all carriers offering plans issued/renewed on or after Jan. 1, 2026.
Amended coverage standards to specify diabetes supplies and disclosure requirements.
Proposed Amendments
Diabetes supplies, including glucose monitors, must be provided with no cost sharing.
Carriers must maintain an easy-to-understand, transparent, and searchable page on the carrier’s website titled Covered Diabetic Supplies for Colorado Option Plan.
Must include specific information updated for each plan year; defined requirements.
If carrier offers multiple plans that cover different supplies, a different list must be included for each plan and marked with name of plan that covers the supplies listed.
Next to each item or supply, carrier must clearly indicate whether it is covered under medical benefit, including durable medical equipment (DME), or prescription benefit.
Amended Appendix A actuarial value charts for gold, silver, bronze standardized plans.

Comments on proposed draft regulation are due by 5:00PM on Nov. 19, 2024.
Hearing scheduled for April. 15, 2025, comments must be submitted by Apr. 18, 2025.
