On May 6, 2025, SLV PRL published the Act of Apr. 25, 2025, on Amendments to the Employment, Self-Employment and Work of Foreigners Act (ZZSDT-E) to the Gazette.
The Act enters into force on the fifteenth day after its publication in the Official Gazette and shall be applied on the thirtieth day after its entry into force.
The amended art 20 and the new arts 20a to 20d of the Act, will enter into force two months after the entry into force of the Act.
On Jan. 21, SLV PRL issued bill on the employment of foreign workers.
SLV PRL published Bill 1922-IX entitled Act on amendments to the act on employment, self-employment and work of foreigners, amending original ZZSDT law from 2015 and later updates, most recent listed of which is named ZZSDT-C, published Apr. 12, 2021.
Bill Overview
The updated legislation, designated ZZSDT-E went through its first reading on Jan. 21, 2025, and the text of proposed legislation, as well as a letter to MP's were published.
The draft law amending the Employment, Self-Employment and Work of Foreigners Act transposes EU Directive 2021/1883 into Slovenian law, related to all of the conditions of entry and residence of any third country nationals for highly qualified employment.
In order to ensure uniform implementation, these Directives should both be transposed simultaneously into the Aliens Act and the ZZSDT, to make sure of conformity in law.
As, in practice, there are difficulties employing suitable staff in tourism and hospitality, especially during summer and winter tourist seasons, the Bill, as well as seasonal work in agriculture and forestry, brings in seasonal tourism/hospitality work for foreigners.
On Mar. 13, 2024, the Republic of Slovenia received a letter of formal notice from the EC for failure to comply with certain articles of Directive 2014/36 on seasonal workers. Based on letter of formal notice and response of Republic of Slovenia of May 9, 2024, amendment includes provisions to eliminate irregularities in transposing that directive.
Next Steps
The Bill will now complete its passage through the required parliamentary process in SLV PRL, with any amendments to the text as required, and it will then be enacted.

On Apr. 29, 2025, SLV MDDSZ confirmed National Assembly adoption on Apr. 25, 2025 of amendments to Act on Employment, Self-Employment and Labour of Foreigners.
