Survey on deposits, more particularly covered deposits, held as at Mar. 31 by credit institutions incorporated under LUX law, POST Luxembourg for provision of postal financial services, LUX branches of credit institutions with head office in third country.
Effectiveness
Members are requested to provide the data at the level of their legal entity, comprising data from branches located within other Member Luxembourg, by May 19, 2023.
Jul. 2023 Deposits Held Jun. 30, 2023
On Jul. 18, 2023, LUX CSSF published circular launching survey on amount of covered deposits held Jun. 30, 2023 by members of LUX Deposit Guarantee Fund (FGDL).
Members are requested to provide the data at the level of their legal entity, comprising data from branches located within other EU Member States by Aug. 25, 2023.
LUX CSSF underlines the need for the requested data to be reported with utmost care, as it also constitutes the basis to determine the contribution to the resolution fund.

Dec. 2023 Deposits at Dec. 31
On Dec. 27, 2023, LUX CSSF issued circular on covered deposits survey as at Dec. 31.
FGDL members requested to provide data at level of their legal entity (branches located in other member state will be consolidated), as well as data for each branch located in another member state separately; data must be submitted by Jan. 18, 2024.
LUX CSSF underlined the need for the requested data to be reported with utmost care.
Average amount of covered deposits calculated quarterly will be transmitted to Single Resolution Board by Jan. 29, 2024, to determine single resolution fund’s annual target.
Mar. 2024 Deposits at Mar. 31, 2024
On Mar. 27, 2024, LUX CSSF issued circular on covered deposits survey as at Mar. 31.
LUX CSSF reminded that if the account holder differs from the persons that are absolutely entitled to the sums in the account, measures are needed to identify them.
In the absence of a reliable and up to-date estimate of that information, the FGDL members should report the total amount of omnibus accounts opened in their books.
The breakdown into natural and legal persons of omnibus accounts or other types of similar accounts shall be made according to the legal status of the accounts' holder.
Accounts denominated in units of precious metals, e.g. gold (XAU) or silver (XAG), or accounts denominated in virtual currencies, as not FGDL guarantee eligible deposits.
Information must be submitted until May 15, 2024; filling instructions are annexed.
Jul. 3, 2024 Deposits at Jun. 30, 2024
On Jul. 3, 2024, LUX CSSF issued circular on covered deposits survey at Jun. 30, 2024 in English and French, and said current circular had not undergone any change regarding content/terms/conditions of survey process on covered deposits amount.
In comparison with previous circular on quarterly survey, changes are limited to the date of reference and deadline, and attached specifications also remain unchanged.
Requested data constitutes the basis to determine contribution to the resolution fund.
Information must be submitted by Aug. 23, 2024, and filling instructions are annexed.
Oct. 2024 Deposits at Sep. 30, 2024
On Oct. 9, 2024, LUX CSSF issued circular CSSF-CPDI 24/42 on covered deposits survey at Sep. 30, 2024, in French and English; changes re reference date, deadline.
FGDL members are requested to provide the data at the level of their legal entity, comprising data from branches located within other Member States, by Nov. 15, 2024.
The reporting of this survey via E-File or SOFiE has been deactivated; since Oct. 9, 2023, institutions are required to submit the reporting via eDesk or via S3 protocol.
