  • May 2024 Decision Published
  • On May 14, 2024, EU ACER issued Decision 07/2024 dated May 13, 2024, on CSAM amendments and said TSOs are required to update their ordinary contingency lists.
  • Updates must specifically include the loss of a single busbar coupler, whether protected by an overcurrent protection device or by an over-/under-voltage protection device.
  • These must be made within a year after new CSAM adoption, i.e. by May 13, 2025.

On Nov. 24, EU ACER began coordination methodology review.

  • EU ACER announced that it will make a decision on amending the methodology for coordinating operational security analysis in the electricity systems by May 2024
  • Follows EU ACER Dec. 2020, proposed changes to CSAM methodology, see #94264.
  • Background
  • On Nov. 17, 2023, European Network of Transmission System Operators for Electricity (ENTSO-E) submitted proposed methodology for coordinating operational security analysis (CSAM) amendment, on behalf of transmission system operators (TSOs),
  • Following receipt EU ACER has initiated a procedure to decide on these amendments.
  • CSAM supports EU operational security via requirements for: transmission system coordination; effective operational planning; information transparency and reliability.
  • Proposed Amendments
  • Proposals cover observability area implementation - TSO real time system monitoring/ modelling for operational security as per the Incident classification expert panel report.
  • Amendments aim to align observability area reassessment period with one for external contingency list (simulated items to test compliance with operational security limits).
  • Plus include busbar couplers in contingency lists/TSO individual grid models (IGMs) to ensure power flows stay within operational security limits after a contingency occurs.
  • Next Steps
  • EU ACER will decide on the TSOs’ proposals by May 2024.
