On Jun. 10, 2025, POL GVT issued Act of May 21 amending Act on protection of rights of purchaser of residential premises or single-family house, Developer Guarantee Fund.
In Chapter 4 of Act of May 20, 2021 on said protection arts 19a, 19b added (details).
Entity that commenced sale of residential premises or single-family houses as part of a development undertaking or investment task or commenced sale referred to in art 3.1 or art 4.1 of act amended by this act art 1, must comply with certain new obligations.
That, before date of entry into force of this act, that is, comply with requirements in art 19a and art 19b within 2 months from the date of this act's entry into force date.
Required information will be provided in relation to residential premises, single-family houses, ownership of which not transferred to purchasers before in force date of act.
The act enters into force one month after its publication date i.e. on Jul. 10, 2025.

POL GVT issued bill UD110 amending the Act on the Protection of the Rights of the Purchaser of a Residential Premises or Single-Family House and the Developer Guarantee Fund and Certain Other Acts.

Main Points
Launch of the Housing Trading Data Portal (DOM Portal) offering universal access to statistics on transaction prices of residential properties to increase transparency.
And to strengthen the protection of apartment buyers, make it easier for professional entities to plan and parameterize housing investments, and for the state to plan policy.
DOM Portal will collect current data and information on transactions on the housing market and will complement the solutions ensuring the protection of buyers' rights.
The bill creates the portal, defines the data and information collected, rules on their processing and access to statistics; Insurance Guarantee Fund will manage the portal.
