  • On Jul. 1, 2025, UK DCMS announced a package of statutory instruments which together make a number of changes to legislative framework for land-based casinos.
  • Casinos (gaming machines and mandatory conditions) regulations 2025 (StIn 2025/735) ensure that a number of strict rules are in place to ensure customers are offered a balanced variety of gambling and non-gambling opportunities in casinos.
  • Gambling act 2005 (commencement no. 6 and transitional provisions) (amendment) order 2025 (StIn 2025/734) amends para 65 of Sch 4 to Gambling act 2005 (commencement no. 6 and transitional provisions) Order 2006 (StIn 2006/3272).
  • Gambling act 2005 (premises licences and provisional statements) (amendment) (England and Wales) regulations 2025 (StIn 2025/736) update the requisite criteria for casinos applying to vary a premises license.

  • Casinos Regulations
  • The Casinos (gaming machines and mandatory conditions) regulations were laid before parliament in draft on May 12, 2025 (the draft casinos regulations).
  • Draft casinos regulations form part of a package of interlinked statutory instruments which make changes to the regulatory framework for land-based casinos.
  • The other two linked statutory instruments are being published alongside the draft casinos regulations to enable proper scrutiny of the whole package of changes.
  • The two linked statutory instruments are the Gambling act 2005 (commencement no. 6 and transitional provisions) (amendment) order, and Gambling act 2005 (premises licences and provisional statements) (amendment) (England and Wales) regulations.
  • The negative procedure applies to both of these statutory instruments.
  • If the draft casinos regulations are approved by both houses, ministers intend to make the no. 6 amendment order prior to signing the draft casinos regulations.
  • Allows missing SI number to be replaced in draft regs, currently marked by asterisks.
