FIN GVT published the Evaluation Council's opinion on the draft proposal re salary limit of the work-based residence permit for companies which will amend the Aliens Act.
Main Points
In the draft law, a separate salary limit would be added to an employee's residence permit in the Aliens Act, the level of which would be determined in Euros by a decree.
The wage limit should not limit the availability of labor; it should be in line with the minimum wages paid for full-time work sectors that need work-based immigration.
The salary limit would be set at €1,600; bill should clarify its motivations and effects.
The effects of the proposal on the public finances should be clarified by describing in more detail the magnitude of the effects in euro terms, e.g. on an annual basis.
Opinion was given on the amendment of Sections 71 and 72a of the Aliens Act and the amendment of Section 72 of the Aliens Act Amendment Act; project TEM076:00/2023.

Jun. 2024 Bill Presented to FIN PRL
On Jun. 6, 2024, FIN TEM said the bill re the €1,600 income limit for an employee's residence permit and amendments to the Aliens Act was presented to FIN PRL.
An employee's residence permit will not be granted with a lower salary than €1,600.
The income limit for an employee's residence permit could be changed in the future as necessary by a government decree; changes are planned to apply from Nov. 1, 2024.
However, s 72 of the Act would not enter into force until Jan. 1, 2025, because it is related to the legislation on the reorganization of public labor and business services.
It would be applied to extension permit applications one month after its application.
Dec. 2024 Bill Approved
On Dec. 5, 2024, FIN GVT said FIN PRL approved FIN TEM proposal for law amending sections 71 and 72 of the Aliens Act and orders it to enter into force on Jan. 1, 2025.
Dec. 19, 2024 Decree Issued
On Dec. 19, 2024, FIN TEM highlighted income limit for an employee residence permit.
Government issued a decree setting the income limit at 1,600 euros.
The amendment to the law and the decree will enter into force on Jan. 1, 2025.
