Eligibility
Action made Federal funding available to individuals affected by the storm in the counties of Bryan, Bulloch, Chatham, Effingham, Evans, Liberty, Long, and Screven.
Assistance Available
Aid can include grants for temporary housing, home repairs, low-cost loans to cover uninsured property losses, other recovery programs to aid individuals and businesses.
Federal funding is also available to State, tribal, and eligible local governments and certain private nonprofits on a cost-sharing basis for emergency work and repair.
For facilities damaged by Hurricane Debby in the counties of Appling, Atkinson, Bacon, Berrien, Brantley, Brooks, Bryan, Bulloch, Burke, Camden, Candler, Charlton, Chatham.
Federal funding is available on a cost-sharing basis for hazard mitigation measures.
Sep. 2024 FEMA Reports Federal Disaster Aid for Georgia
On Sep. 24, 2024, FEMA reported federal disaster assistance is available to Georgia to supplement recovery efforts in areas impacted by Tropical Storm Debby Aug. 4-20.
Available Bryan, Bulloch, Chatham, Effingham, Evans, Liberty, Long, Screven counties.
Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses and other programs to help recover from disaster.

Sep. 25, 2024 SBA Georgia Disaster Aid
On Sep. 25, 2024, SBA offered disaster aid to businesses, residents for storm Debby.
Covers Bryan, Bulloch, Chatham, Effingham, Evans, Liberty, Long and Screven counties which are eligible for both Physical and Economic Injury Disaster Loans (EIDLs).
Small businesses, most private nonprofits in adjacent counties are eligible for EIDLs.
Eligible adjacent counties include Burke, Candler, Emanuel, Jenkins, McIntosh, Tattnall and Wayne in Georgia; and Allendale, Hampton and Jasper in South Carolina.
Application deadline for physical damage is Nov. 25, 2024; for EIDLs Jun. 24, 2025.
Sep. 26, 2024 SBA Nonprofit Disaster Aid
On Sep. 26, 2024, SBA made available to certain Private Nonprofits (PNPs) in Georgia that do not provide critical services of a governmental nature disaster loans.
Cook, Echols, Effingham, Evans, Jeff Davis, Jenkins, Lanier, Long, Lowndes, McIntosh, Pierce, Screven, Tattnall, Thomas, Tift, Toombs, Ware and Wayne counties may apply.
Examples of eligible non-critical PNP organizations include, but are not limited to, food kitchens, homeless shelters, libraries, community centers, schools, and colleges.
PNP organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.
SBA also offers PNPs Economic injury disaster loans (EIDLs) to meet capital needs.
Deadline for physical damage applications is Nov. 25, 2024; for EIDLs Jun. 24, 2025.
Oct. 2024 FEMA Disaster Expansion
On Oct. 16, 2024, FEMA reported federal disaster assistance now available to Georgia renters impacted by Hurricane Helene and Tropical Storm Debby Aug. 4 - 20, 2024.
Oct. 2024 SBA Agricultural Declaration
On Oct. 21, 2024, SBA reported that EIDLs are available in GA for small businesses, small agricultural cooperatives, small aquaculture businesses, most private nonprofits.
For economic losses from excessive rain, Tropical Storm Debby that occurred Aug. 5-6.
SBA cannot provide disaster loans to agricultural producers, farmers, and ranchers.
Completed loan application must be submitted to SBA not later than Jun. 16, 2025.
