On May 2, US BIS issued interim rule on aluminum inclusions process.
US BIS issued interim final rule (IFR) to establish Section 232 inclusions process, as required by Inclusions Proclamations on adjusting imports of aluminum and steel.
Established Section 232 exclusions process in supplements no. 1 and 2 to 15 CFR 705.
Follows White House Proclamations 10895, 10896 on adjusting imports, see #243353.
Interim Final Rule
Proclamation 10895, Adjusting Imports of Aluminum into The US and Proclamation 10896, Adjusting Imports of Steel into the US (collectively, Inclusions Proclamations).
Inclusions Proclamations direct process established within 90 days, by May 10, 2025.
IFR established Section 232 inclusions process, including scope of aluminum and steel derivative process, who may submit inclusion requests, timeframes for submitting.
Provided requestors information on where to submit inclusion requests, the general requirements for submitting inclusion request, and the information required in request.
Also, made conforming edits to remove Section 232 aluminum and steel exclusions process regulatory provisions, which are no longer in effect as of Feb. 10, 2025.

Comments on interim final rule must be received by BIS no later than Jun. 16, 2025.
