On Oct. 14, 2026, EU CNCL published Implementing Reg 2026/2318 of Oct. 13, 2026 implementing Reg 1284/2009 on restrictive measures re the situation in Guinea.
In Annex II to Regulation (EU) No 1284/2009, in the list of natural and legal persons, entities or bodies referred to in article 6(3), entries 4 and 5 are deleted.
It also published Decision (CFSP) 2026/2317 of Oct. 13, 2026 amending Decision 2010/638/CFSP concerning restrictive measures in view of the situation in Guinea.
Under article 8(2), the expiry date of the sanctions regime has been changed from Oct. 27, 2026 to Oct. 27, 2027.
The Annex is also amended in accordance with the Annex to this Decision.
The legal texts enter into force on the day after their publication, on Oct. 15, 2026.
On Oct. 26, EU CNCL issued decision on Republic of Guinea sanctions.
EU CNCL amended Decision on restrictive measures against Republic of Guinea.
On Oct. 25, 2010, EU CNCL adopted Decision on restrictive measures against Guinea.
On the basis of a review of that Decision, those restrictive measures are to be extended until Oct. 27, 2021 and the Decision is therefore amended accordingly.
Oct. 2021 Further Extension
On Oct. 25, 2021, EU CNCL issued decision (CFSP) 2021/1867 of Oct. 2021 extending the 2010 restrictive measures against the Republic of Guinea until Oct. 27, 2022.
Decision entered into force on day following its publication in OJ, e.g. Oct. 26, 2021.
Oct. 2022 Extended Measures
On Oct. 25, 2022, EU CNCL issued Dec (CFSP) 2022/2052 and Reg 2022/2042 of Oct. 24, 2022 amending Dec 2010/638/CFSP and Reg 1284/2009, respectively, extending restrictive measures in respect of the Republic of Guinea until Oct. 27, 2023.

Oct. 2023 Renewed Restrictive Measures
On Oct. 24, 2023, EU CNCL issued Dec (CFSP) 2023/2227 of Oct. 23, 2023 amending Dec 2010/638/CFSP concerning restrictive measures in view of the situation in Guinea.
On the basis of a review, the restrictive measures are extended until Oct. 27, 2024.
Oct. 2024 Renewed Restrictive Measures
On Oct. 14, 2024, EU CNCL issued Dec (CFSP) 2024/2693 of Oct. 14, 2024 amending Dec 2010/638/CFSP concerning restrictive measures in view of the situation in Guinea.
On the basis of a review, the restrictive measures are extended until Oct. 27, 2025.
Oct. 2025 Renewed Restrictive Measures
On Oct. 14, 2025, EU CNCL issued Dec (CFSP) 2025/2080 of Oct. 13, 2025 amending Dec 2010/638/CFSP concerning restrictive measures in view of the situation in Guinea.
On the basis of a review, the restrictive measures are extended until Oct. 27, 2026.
Oct. 2026 Amendments
