ICE FUS eBadge Responsible Individual


On Jan. 7, ICE FUS notified CFTC of responsible individual changes.


  • ICE FUS certified rule changes with CFTC on amendment to ICE FUS Rule 4.13.
  • Removed requirement that Members assign a responsible individual (RI) to eBadges.
  • Provided redline of proposed amendment in Exhibit A on page 3 of self-certification.
  • Rulebook Amendments
  • RI requirement was adopted when the Exchange initially transitioned to electronic trading, and the requirement has since become obsolete and is no longer needed.
  • eBadge used to map trades executed on the electronic trading system (ETS) from the User ID(s) to the correct Clearing Member for clearing, and must be assigned on RI.
  • RI is is personally responsible for all activity that is conducted through the eBadges.
  • Newer ICE FUS Rule 4.15 requires that each person with access to trade on the ETC be uniquely identifiable, removing the need for a RI associated with each eBadge.
  • Amended Rule 4.13 to eliminate the RI and requirement that RI be assigned eBadge.

  • Amendments will become effective on Jan 24, 2024.
