Provisions
Declares emergency as a result of extreme weather conditions; activated anti-price gouging controls; allowed for non-competitive bidding and emergency contracts.
Effectiveness
EO is effective Sep. 9, 2024, continuing to Sep. 18, 2024, unless revised or rescinded.
Sep. 10, 2024, White House Approval
On Sep. 10, 2024, White House declared an emergency in LOU due tropical storm Francine starting Sep. 10, 2024; ordered Federal assistance to supplement the State.
Authorizes DHS, FEMA, to coordinate relief efforts to alleviate hardship, and suffering.
Public assistance (category B) emergency protective measures, limited to direct federal assistance and/or reimbursement for certain parishes at a 75% federal funding level.
For the parishes of Acadia, Allen, Ascension, Assumption, Avoyelles, Calcasieu, Cameron, Concordia, East Baton Rouge, East Feliciana, Evangeline, Iberia, Iberville.
Jefferson, Jefferson Davis, Lafayette, Lafourche, Livingston, Orleans, Plaquemines, Pointe Coupee, St. Bernard, St. Charles, St. Helena, St. James, St. John the Baptist.
As well as the parishes of St. Landry, St. Martin, St. Mary, St. Tammany, Tangipahoa, Terrebonne, Vermilion, Washington, West Baton Rouge, and West Feliciana.
Public Assistance (Category B) emergency protective measures, limited to direct federal assistance will be provided at 75% federal funding for parishes of Beauregard.

On Sep. 11, 2024, FEMA reported that federal disaster assistance is available to the state of Louisiana to supplement response efforts due to Tropical Storm Francine.

On Sep. 17, 2024, LOU LEG Governor Landry reported President approved request for major disaster declaration for State of Louisiana following Hurricane Francine.
Covers Ascension, Assumption, Lafourche, St. Charles, St. James, St. John the Baptist, St. Mary, Terrebonne Parishes; more parishes may be added as damage is assessed.
Residents, businesses sustained losses in designated areas can begin applying for aid.
