  • Governor Josh Shapiro amended the Aug. 9, 2024 proclamation of disaster emergency.
  • Includes Cambria, Cameron, Centre, Clearfield, Elk, Indiana, and York counties.
  • Significant damages due to catastrophic flooding resulted from Tropical Storm Debby.
  • Caused extensive damage to roads, streets, bridges, homes, businesses, and utilities.
  • This amendment places a total of 28 counties under the disaster proclamation.
  • Disaster declaration allows quick access to funds and provides state agencies with the resources needed to assist counties and municipalities with ongoing recovery efforts.
  • $5mn of state funds immediately available to assist with immediate response and recovery and authorizes state agencies to use all available resources and personnel.
  • Provides $2mn of state funds available for interstate mutual aid assistance if needed.

  • Small businesses and most private nonprofits in Bradford, Cameron, Centre, Clinton, Columbia, McKean, Mifflin, Montour, Northumberland, Snyder, Sullivan in Pennsylvania.
  • Also, Allegany, Chemung and Steuben in New York available to apply for only EIDLs.
  • Businesses and private nonprofit entities may borrow up to $2mn to repair or replace real estate, machinery and equipment, inventory, and other business assets.
  • Disaster loans up to $500k available to homeowners to repair or replace real estate.
  • Homeowners, renters eligible up to $100k for personal property, more for mitigation.
  • The application deadline for physical property is Nov. 12, 2024, EIDLs Jun. 11, 2025.
  • FEMA and White House reported disaster assistance available to affected individuals in Lycoming, Potter, Tioga, Union counties in PEN for recovery efforts due to the storm.
  • Assistance includes grants for temporary housing and home repairs, loans to cover uninsured property losses and other programs to help recover from the disaster.

  • On Sep. 15, 2024, FEMA made assistance available to residents of Lycoming, Potter, Tioga, and Union counties for costs and damages from Tropical Storm Debby.
  • Covered items include water, food, medical supplies, infant supplies, fuel, rent.
  • Repair or replacement of vehicles, furnishings, computers, books required for school or work, moving and storage fees, medical expenses, childcare, funeral expenses.
  • Applicants may apply online, via FEMA app, via telephone or at a center.
