PHI DMW No Placement Fee Policy


On Sep. 2, PHI DMW issued advisory on deploying workers to Qatar.


  • PHI DMW said per Qatar law no. 14 of 2004, which prohibits entities licensed to recruit workers from abroad from collecting any sum for recruitment fees, expenses or other associated costs, State of Qatar is a non-placement fee labor-receiving country.
  • Follows PHI LAB Mar. 2022 expanded overseas worker insurance protection, #132027.
  • Overview of Advisory
  • In addition, this directive aligns with guidelines in PHI DMW Circular no. 1, series 2023 titled Promulgating the 2023 Department of Migrant Workers rules and regulations governing the recruitment and employment of landbased overseas Filipino workers.
  • Circular states placement fee not to be charged to workers deployed to countries where prevailing system does not allow charging, collection of recruitment/placement fee.
  • Breaching no placement fee policy is serious offense, results in cancelation of license.

  • This advisory shall take effect 15 days after its issuance, i.e. on Sep. 17, 2024.
