NJ DOBI launched New Jersey Easy Enrollment Health Insurance Program to improve access to affordable health insurance coverage and ability to contact to quality care.
Also published Bulletin 24-02 on New Jersey easy enrollment health insurance program and a special enrollment period (SEP) of 60 days from Get Covered NJ notice.
Overview of New Program
New plan is called Get Covered New Jersey, the state Official Health Insurance Market and lets people choose coverage when filing their 2023 State Income Tax returns.
Residents without insurance can indicate their interest in health insurance coverage for themselves or one or more household members when filing their tax return.
Beginning this year, NJ residents can indicate on their state return that they allow GetCoveredNJ to help them obtain coverage and complete the NJ-EZ Enroll Form.
Shared Responsibility Payment, which NJ taxpayers are required to pay if they are uninsured, will be waived for any individual who enrolls and maintains coverage.
Effect of New Program
Per NJ LEG 17B:27A-59.2, Easy Enrollment Program creates system to assist those who do not have healthcare coverage to obtaining it in the individual marketplace.
Under the program, NJ residents may provide the necessary data on state tax returns or through NJ Family Care or premium tax credits and cost-sharing reductions.
Goal of program is to provide eligible individuals with access to affordable coverage.
Purpose of Bulletin
Advises all NJ insurers, health service corporation, HMOs, dental service corporations, dental plan organizations (carriers) offering individual coverage to offer 60-day SEP.
Sixty days runs from date of the notice from Get Covered New Jersey to select plan.
Aug. 2024 NJ DOBI Extension
On Aug. 9, 2024, NJ DOBI issuedBulletin 24-12 to advise carriers that NJ DOBI is extending the EZ Enroll SEP through Oct. 31, 2024, to provide opportunity to enroll.
Residents who enroll in coverage during SEP will have coverage for remainder of 2024.
