ARB CB issued Circular CAMEX 1-1050, OPASI 2-738, Communication A 8299, a major regulatory update that allows financial institutions to open bank accounts in US dollars.
This is to modernize Argentina’s financial system and expand digital payment tools.
New Banking Regulations
The update allows banks to open current accounts in US dollars and issue electronic checks (ECHEQs) in that currency, while paper checks in USD remain prohibited.
The cancellation of overdrafts authorized for accounts in US dollars may be made with funds in currency freely available to the client, subject to existing credit policy rules.
Also, outlines security protocols for issuing and managing ECHEQs, and mandates transparency in client communications, fee disclosures and access to legal texts.
The ECHEQ has proven to be a relevant financing tool for MSMEs, as it facilitates negotiations by being conducted electronically, remotely and reducing operating costs.
These changes have been integrated into the consolidated regulatory texts governing bank current accounts, savings deposits, payroll accounts, and special accounts.
Effective Date
Financial institutions with current accounts that allow check deposits must implement mechanisms by Dec. 1, 2025, to enable clients to deposit ECHEQs in US dollars.
This deadline accounts for necessary adjustments to institutional and clearing systems.
